Department Overview
IT Governance Supervisory Department is tasked with formulating IT strategy and governance to achieve Rakuten Mobile's strategic objectives. Its mission is to optimise company-wide internal IT policies, processes, systems, and the internal IT environment that underpins the business.
CIO Office leads the internal IT environment for Rakuten Mobile as a whole. To this end, it communicates not only with senior management but also with the entire organisation, including frontline teams, gathering diverse perspectives to realise objectives such as contributing to business strategy, improving operational efficiency, reducing costs, and minimising risk.

Hiring for additional staff , as part of the Chief Information Officer (CIO) Office, we are planning to strengthen our organisation to optimise Rakuten Mobile's internal IT environment.
Position Details
You will be responsible for project management within Rakuten Group, Inc., driving the development of various IT environments for Rakuten Mobile, Inc.
This includes investigating requirements, conducting interviews with relevant parties, planning and operations, and building consensus with stakeholders to ensure project success.
Specifically:
[Project Management (Internal IT Helpdesk, Surveys, etc.)]
- Planning, scheme development, team structure establishment, and practical implementation through to release
- Project operations and improvement
[Data Analysis & Report Creation]
- Data analysis using BI tools and Excel
- Preparation of reports and presentation materials for management
[Interdepartmental Coordination and Communication]
- Facilitating collaboration and providing support to relevant departments
- Supporting the implementation of internal IT strategies and initiatives at the operational level
[Other]
- AI and DX promotion
Work Environment
IT Governance Supervisory Department as a whole has just under 20 members,
while CIO Office currently comprises one permanent staff member and two business outsourcing.
The organisation as a whole has a high proportion of mid-career hires, including not only those with telecommunications industry experience but also many individuals without prior industry background. Consequently, the onboarding of mid-career employees is smooth.
Even without industry or practical experience, this is an environment where you can steadily grow with support from experienced members.
Mandatory Qualifications:
- At least three years' professional experience (planning, sales, administration, management, etc.)
- IT skills (business-level proficiency in Excel and PowerPoint)
- Business-level English proficiency

- Experience in systemisation and automation
